Kyndryl launches sovereignty assessment amid cloud concerns

Kyndryl has launched Kyndryl Sovereignty Solutioning, which includes a new Sovereignty Readiness Assessment.

The suite is intended to help organisations identify dependencies, risks and options across complex IT environments to support business continuity.

The new services span advisory, implementation and managed services. They are designed to help customers assess data, operational and technical exposure, then map out steps to address gaps linked to sovereignty requirements.

A central element is the Sovereignty Readiness Assessment, which reviews an organisation's current and planned posture across several domains. It is intended to identify issues such as data residency exposure and operational dependencies, and produce a phased roadmap for change.

The suite can also be used to design and build architectures for sovereignty-sensitive workloads. These include dedicated and hybrid environments, external encryption key management, and in-country or on-premises infrastructure, including for artificial intelligence workloads.

Operational measures in the package include in-region IT delivery, customer-controlled access models, separation of control planes, and tested contingency and failover procedures. These are aimed at reducing risks tied to external operational control.

Growing pressure

The launch comes as companies face increasing scrutiny over where data is stored, who can access systems, and how dependent they are on global cloud structures. Kyndryl cited findings from its Readiness Report showing that 83% of business leaders said sovereignty and repatriation considerations had become more important over the past year.

Material released alongside the launch also highlighted concerns among Canadian organisations. It found that 81% of Canadian leaders were increasingly concerned about geopolitical and data-sovereignty risks tied to global cloud environments, while 60% had already adjusted their cloud strategies in response.

That reflects a broader shift in how companies view sovereignty. What was once treated mainly as a compliance issue is now being linked more directly to resilience, control and business continuity, particularly as hybrid cloud environments grow more complex and artificial intelligence systems draw on larger volumes of sensitive data.

Kyndryl said its assessment is based on the interconnection between technology, operations and data rather than a static score. The process is intended to identify sovereignty gaps and operational dependencies, then present sequenced options for decision-making across cloud and security environments.

AI and control

Kyndryl also tied the launch to the spread of AI into core business processes. It said sovereignty questions now extend to data flows used for training and inference, auditability of AI-enabled operations, and resilience when AI tools are embedded in critical workflows.

Those concerns are becoming more prominent as businesses weigh whether sensitive workloads should remain on-premises, stay within national borders, or run in a mix of local and international cloud environments. The issue is not only where data sits, but also who manages encryption keys, who controls system access, and how quickly an organisation can respond if external conditions change.

Kyndryl said its sovereignty offering is designed to work across on-premises infrastructure, private clouds, hybrid environments and public cloud services, including arrangements involving hyperscalers and local providers. This positions the service for customers that do not want to rely on a single hosting or operating model.

Fariba Wells, Senior Vice President, Government Affairs and Policy, Kyndryl, framed the issue as an immediate operational concern. "Sovereignty is no longer a theoretical or policy discussion. It's an operational risk issue organizations need to address now," said Wells. A second executive linked the issue to broader business strategy.
